Its actually not hard, just go to an empty server when your faction owns a lot of stuff.

I didn't get killed once and cyrodiil was surprisingly lenient when it came to catching the rarer fish.

I did master angler years ago, and it was very easily the most fun part of it. The only part that felt remotely dangerous. I don’t remember dying a single time, but I do remember sneaking about and being on the balls of my feet. To skip that seems sad.

Now I would fully support folks being able to buy their way through coldharbor. If they ever devise a punitive system of fake tanks in the random queue it should absolutely be fishing your way out of that miserable place.

Like most people posting here, I got my Cyrodiil fishing done quite smoothly. Being on an AD character helped a bit with shorter rides but it's not really necessary. What is useful is to have a good sense for how Cyrodiil plays (not necessarily being good at pvp). That way you have a good idea for where people are likely to be and where they might be going, and you can substantially reduce the chances of running into a hostile player.
IC fishing (not required for master angler) otoh is rough. All (well almost all) fishing spots are exposed and near the district flags, so you're probably going to be attacked multiple times.
