For those of us, like me, who don't like PvP for whatever reasons, we should be able to purchase the Cyrodiil Angler achievement with crowns. That way, we can get the Master Fisher achievement without having to go to Cyrodiil at all.
Ach. I have 6 master anglers before AWA, and not once did any of them have a problem in Cyrodiil. In fact, they all fished amicably with other-faction fisherpeople - no one killed anyone.
You can literally go for hours in Cyrodiil without ever seeing another player. Just look at your map, stay away from the structures and crossed swords. Also, fish at night wearing dark clothes and use a black mount without flashy effects. You can even crouch if you want to.
Also, there’s something wrong if a person is afraid of dying in a video game. You don’t lose experience or currency in ESO, unless you choose to play in Imperial City. And going there isn’t required for the Master Fisher achievement.
I don't PvP, (except for the occasional battleground) but I've been going into Cyrodiil to fish. It's a huge area and you're unlikely to bump into anyone. Just go into a campaign with a low population.
If you can't do it, you don't deserve the achievement, that is what an achievement is.
Pick the emptiest Cyrodiil and try to avoid where the action is, which is usually pretty obvious on the map. The zone is huge and if you are sneaky and try to not be too out in the open, you should mostly be fine. If someone gets too interested in you, just run away and hide, most players won't care enough to continue to hound you, and if they do, just try another day or time.
I pvp bit but when I set out to get this one i didnt see a soul the entire time. cyrodiil is mostly wilderness unless you are up in a keep or one of its satellite resources. the various holes are pretty far out of the way from any kind of action. there are also campaigns that are virtually empty most of the time. this game doesnt punish you for dying either.
the worst case scenario here is that you die to a one off person you probably wont see again and make your way to a fishing hole to keep going no worse for wear. putting it up for sale seems drastic.
You can remain in sneak mode except for the cast. So just sneak out look around before you cast and if your time it just right when you catch and cast you can stay and sneak permanently
9 times out of 10 if an enemy player sees you fishing, they'll leave you alone. For that tenth person, bring invisibility potions if you're not a Nightblade. Cyrodiil seems daunting but it's not impossible.
A ) PvP has very little to do with it.
B ) The purpose of an Achievement is that you actually performed the deed in question. If you don't want to partake of an activity then what is your desire to have said achievement?
C ) I think we've given companies enough money for nonsensical in-game stuff already.
I PvE and PvP almost equally, so I know how frustrating and/or intimidating PvP can be to ppl who PvE exclusively. And since I've been PvP'ing for a considerable amount of time I'm more familiar now with how huge Cyro's map really is.
Other comments are accurate, the likelihood of you running into anyone while you are fishing is very slim. And if you make a wide berth around the keeps, outposts and towns we're supposed to fight over, 99.9% of the ppl you might happen to encounter (which could likely be no one) will probably leave you alone. For all you know, they might be PvE'ing, too, and want as little to do with you as you do with them.
Another thing to consider; the vast majority of us PvP'ers usually have somewhere to be and a huge map to navigate, it's just not worth jumping off our mounts to pick on every enemy player we see and risk getting stuck in combat and having to run/jog across the map. So, if you don't pick a fight with someone, you're probably going to be ok.
Personally for me, fishing is one of the things in this game I'm the least interested in, but I would like to eventually get the achievement done. So recently, on a few slow and frustrating days in Cyro, I decided to get the fishing done. I probably spent an hour a day just in fishing, 4 days of trying and got all 12 Cyro fish. I saw 2 ppl, one being an enemy player. But I was also close to one of our keeps. The enemy player didn't even see me. Rode right on by, probably b/c they had somewhere to be and were not on the look out for solo fishers.
(Side note: with no CP points slotted on the Fishing nodes, our anything that boosts fishing success)
A useful tip; use the Unofficial Elder Scrolls wiki site if you haven't already (idk if I'm allowed to link it), they have amazing maps of every Zone filled with all the stuff we see in game on our maps, but also everything else that spawns on the map including all the fishing holes and which type they are. You can use it to map out your course.
Go into a relatively empty campaign during non-peak hours, and don't skulk around any Yellow, Blue or Red buildings. You'll probably never see another person, let alone an enemy player. And if you do, 99.9% chance they'll leave you alone. If you do happen to run across that one person with an itchy trigger finger, if you have no interest in fighting back, just let them kill you, respawn at the nearest keep your team owns and move on to your next fishing spot. You're not out anything if someone kills you in Cyro.

Just go to one of the unpopulated campaigns. It's easy and risk free. You might even end up fishing the same spot with someone on a different faction. As someone who has the master fisherman achievement, I can say, in hindsight, I'm confused as to why I ever even cared about this particular achievement in the first place. I don't even fish the new zones anymore. Watching reruns on TV is more productive.
I did this on my PvE main on 30 day cp campaign recently so I could use the cp slottables to help out. It only took me a few hours, mainly the shortage of saltwater nodes kept me coming back. Only saw one other player, same faction, and we fished together a bit.
Just got IC Master Angler on that PvE toon as well. Also cp campaign. Had some good experiences fishing with other faction players, while others ganked me with pole in hand. I decided to do this on a Friday night and Saturday, though.
If I can do this, so can you. Don’t ask it to be handed to you on a platter, that’s why it’s an achievement.

i dont pvp and cyro fishing achievement was absolutely not the worse one to get.
ic one (altough not needed for master angler) is faar worse, and any zone with a single kind of fish usually require a lot more time than cyro.
As others have already said, avoid routes, crouch when you need and be prepared to get slaughtered every now and then (but you will encounter pvpers quite rarely around fishing zones)... nothing too complicated.
Also remember to choose CP campaign or your green fishing perks will not work and the whole thing will require a lot more.
For real it take me 20 Minutes to get all fishes there. Bufffood, Champion Points and go. Maybe they put the drop rate there higher or was it luck for me?

Cyrodiil Angler is ez pz. If you stay away from the keeps, you're never going to see anyone. If you're not AD, fish by the AD gate if they have their home keeps, because people will just port to the keeps, no one is going to ride out and see you.
I did it on my main when my main was blue, the "hardest" part about the entire achievement was riding all the way across the map to fish the "saltwater" holes - which don't even make sense in terms of the ESO map because Cyrodiil is landlocked!
I completed Cyrodil fishing in three hours over two days (both perks active) mainly in the river near AD on Grey Host as I was PVPing at the time and didn’t even see another player.
This one fishing in Cyrodil.
It was the pretty only player I saw outside of keeps and resources.
This was north the eastern AD gate. Not much reason for people to go here unless AD can not port to castle Bloodmayne or the other factions is after the scroll.
Its little known its 1 or 2 saltwater fishing spots on the EP side. Follow the border western border river to the south until it turns into the bay a bit up there you find at least one spot.
I think I got mine during the mid-year mayhem. Not got killed once by pvper. So pvper is like shark in real life while fishing in Cyrodiil; you are more likely to get killed by a falling coconut.
So don't sit under a coconut tree while playing ESO
