I'm with the OP on this one. Didnt really notice it until now however.
The advertisement is very clear and thus Imperial Edition owners should be able to craft imperial gear, nomatter what race they picked.
Every standard edition player in the game, can become able to craft imperial gear, by finding the motif, so it wouldent make sense to advertise that players can craft Imperial armor with Imperial edition only.
Either ZOS have screwed up the wording to the extreme on this, or players are indeed lacking the abillity to craft imperial armor on any race, with imperial edition, as it is advertised.
And if they really meant something different and we really shouldent have the abillity to craft imperial armor without the motif, then they STILL owe all imperial edition owners the abillity to craft that armor, since the advertisement before any changes, is binding.
Common sales law, atleast in Denmark.

I believe it is the same in the states, but I could be wrong.

It wouldn't hold up, considering you CAN craft Imperial gear, as long as you're an Imperial... It's deceptive as hell, but legal.

There is danger here as well; if the uniqueness of the ability to craft Imperial armor, i.e. its restriction to being crafted by Imperials only, were to be reverted by allowing OP and others to craft it on non-Imperial toons, would that not then result in other players who might want their money back since one of the perks of their financial purchase is now less valuable?
JMHO but the Imperial gear is not that great looking anyway, and I'm not sure being able to craft it for non-Imperial-Edition owners would be a profitable endeavor at any rate.
I don't know anyone who bought the Imperial Edition to play an Imperial... They either got it for the other items(Horse especially), or they got the physical edition.
True, but thats exactly it. It is deceptive as all hell, wich is what would trigger the laws. Advertisements must be very clear here, and that advertisement do not state anywhere that it require players to create an imperial character for the abillity.
Sure, they could mean that "Hey, you can create imperial characters, so you also get the abillity to craft imperial armor with that race".
But again, that HAVE to be in the advertisement in some way, or it comes out very misleading. Big no no in DK.
On my Nord, if I right click a piece of my gear, I have a "convert to imperial style" option. It's a transmog-type thing.

They might have specified this at some point... Cant remember when, but do recall them talking about it.
But then why did they even bother making that specific advertisement, since its kinda a given that the Imperial race can craft Imperial armor, just as the Nord race can craft Nord armor.
Also if you look at the store page, the 1st box from left to right, specificly states:

So if it was only meant to be for the imperial race, why advertise it in a box for itself, when they already advertise it in the first box?
And having the White imperial horse mount between theese 2 boxes, completely seperates them from eachother, in a advertisement way.

Are you playing as an Imperial? My Imperial character is the only one out of my 8 that can craft Imperial (although each of them can convert gear to Imperial style).
Great, still doesnt change the fact the advertisment is very missleading.
Thanks for the link, but it still doesn't change the fact that the way they are currently advertising it in the present and in the past is deceptive. Most won't know to go to this link prior to purchasing the game. As I've said a handful of times here, deceptive wording.
You don't craft imperial gear. You equip the gear, right click it, and "convert to imperial style".

Me and my hubby did.Also for the horse of course. I suspected that it would be only Imperials that started with the ability to craft imperial style. And was actually pleased and surprised when all the races I made can convert. Still, they could have made it clear. Just like how they did not make it clear about some things being one per character and others one per account.
