This happens 100% of the time when you get one of the new split-second "mini-loadscreens" that started plaguing cyrodiil couple of months ago.
Whenever you get a load screen, the game "forgets" you had a key held down, so when the loadscreen passes and you release the key, the client does not recognize it as "release" (because it wasn't held down in the firstplace, from the client's point of view).
Here's an example. I get a mini-loadscreen 2 seconds into the video. After that, i released the sprint key, but the game behaves like it was stil held down, you can even see prisoner set proccing it's mana regen:

I suspect that sometimes you get a load screen that so short you dont even perceive it, but it still gets your sprint stuck.

While i think that a mini load screen is certainly one of the mechanism that blocks the client from sending the "sprint toggled off" command to the server, I'm sure that there are other mechanisms. That's very interesting though that you've managed to isolate one of the causes. This is great progress.
It’s the same mechanism as the block bug, which does for block what sprint bug does for sprint. Block bug is far easier to recreate.. long story short, for one reason or another your client is failing to send a message to the server that you are no longer holding down the “block” or “sprint” toggle.
The block bug should be easier for them to isolate, fixing one will fix the other.
The cause was the patch that “moved a few passives from server to client to improve performance in cyrodil”
