Still happening every day, (more then once) every session, with every char.
The behaviour is easy to explain: it's like your shift button is being pressed and hold until you either finish your stamina or press (really) shift for a moment, releasing the "sprint". Meanwhile your char actually sprints and is not able to use any ability. When you are in combat and focused on the target, the feeling is you can't skill like when it's laggy and often it's too late when you find out what's happening.

So i found out what is causing it. It is the stutter/micro-loadingscreens that plague Cyrodiil ever since Summerset got released.
In the following video, i am sprinting, then at the 2 second mark i get a micro loading screen. I released sprint when i got the load screen. From then on, i am no longer holding the sprint button, but my character behaves as if i still did: bar disabled, moving at sprint speed, and prisoner's set proccing it's magicka regen:https://youtu.be/FZjlnPzoyBA
I suspect this happens everytime you get a "stutter" - sometimes the stutter is bad enough to actually show a load screen like in the video, but even if it doesn't, it still causes sprint to get stuck.
Definitely the same bug but this has been happening since January at least.

I'm a PC player, and I swear I've experienced something similar to this in PvE. On numerous occasions, I'll be fighting stuff and I suddenly wont be able to do anything. Last night I was trying to level up Resto Staff by just auto-attacking and despite my attempts to mash my attack button my character was just doing some goofy looking animation, but I was still getting attacked and my movements were registering. Up until recently I just ignored it and wrote it off as lag until someone I was playing with voiced out in frustration that randomly they couldn't attack. They simply described it as "my character just stood there doing this stupid animation with his hands in the air but wouldn't attack."
I'll try to pay more attention and actually test if it completely disables my character like in these videos.
