This quest should be a quest you can turn in at anytime with scaling rewards, whether you turn in after 5 kills or 500 its a bounty reward it as such make it repeatable but scaling, as far as afkers, moderate your groups people, remove them pretty simple solution....

You already get EXP for kills. But you get much more exp and AP for solo kills (or if you did the majority of the damage) and only a fraction if you hardly did anything.
This is already ingame and always have been. If you have a mod which shows you the gain, you could see it.
