That's a mistake, right? You meant to say normal, not veteran?
I won't be surprised if it's not a mistake. I'm sure a lot of people are interested in getting that house and I'm also sure a lot of people won't be able to complete the two dungeons on Veteran difficulty so all those people will have to get it with crowns.
