I hope this parallel makes you understand why many players (including me) genuinely thought it was OK.
Furthermore, don't forget that it was a purely temporary, circumstancial thing related to the double AP event that only lasted a week. Not some flaw deeply rooted into the game's design.
And also : we asked. ZOS said nothing. Silence gives consent.
What I don't understand is why people get mad about other people having obtained Grand Overlord this way. I don't get upset about people obtaining 1000+ champion points or millions of gold in Cracked Wood Cave or any other grind spot.
Why would grinding goblins in CWC not be intended gameplay? It's killing mobs which is intended gameplay. Unless the mobs are bugged and are giving out more experience than every other mob in the game I disagree with your conclusion.
Oh and "silence gives consent" is one of the most ridiculous justifications I have ever heard. Do I need to show real world examples where that kind of justification would lead to?

Why would keep flipping not be intended gameplay ? It's flipping keeps which is intended gameplay. The keeps weren't "bugged" nor giving more XP than intended.
And yes, in the specific context of a communication between the law-maker and the citizen, if the citizen asks a question and the law-maker/administration doesn't answer, silence gives consent. That's the law here in EU.
In many contexts one can consider that the answer is "no" unless it's expressedly a "yes", but not this one.

As to your example, we have a law that clearly states that we cannot kill other people. There's no exception to this except in military context or justified self-defense. If Gertrude is an old person already suffering from incurable disease, you may ask for an exception.
On the other hand, ZOS never stated anywhere clearly that keep flipping in coordination with other faction was against the ToS. Faction coordination happens all the time between all factions (usually against the third faction). So we're in a grey-ish area and ZOS SHOULD HAVE answered. In the absence of general frame, silence is consent.

Ok, I'm gonna mingle in this fun debate: When ZOS decided to ban people NOW after being silent while it happened it doesn't mean we should have known THEY found it an exploit or against ToS AT THAT TIME.
You cant enforce rules that weren't explicitly stated, and there were many occasions where ZOS could (and should) have stated they considered this an exploit or abusing or against ToS.

Why is this still a thing can someone close this thread please. Nobody cares so people were smart with there ap gains almost every Grand Overlord has abused or exploited op skills, sets, or broken mechanics and even TOS violations to get there ap so what does it matter if people are flipping a keep back and forth isn't that the point of Cyrodill PvP is to fight over keeps and stuff so I don't see a problem.

I refuse to believe that every other part of the community was involved but not PC NA enough to the extent where there shouldn't be bans.
If you're going to ban people across the board for keep flipping at least ban those involved on all platforms/servers. The highest offending PC NA players of course if you still want to tow the whole position you have.
It does not matter if there are less on NA than EU on PC - You're sending the wrong message by not banning ANYONE on PC NA for it. Sure PC NA keep flippers will be a bit more cautious now but it will never stop exploiters unless you ban them. More and more come, sure but you can still ban the ones doing it.
Its only a band-aid though, the problem is far more difficult to fix than with a simple blanket ban. Oh sorry. A 75% blanket ban.

Most likely ZOS took notes of any and all suspiciously high gains, then investigated the individual account actions during that time frame. Then, they likely established a threshold of "how bad is too bad," and handed down judgement on those above that threshold. It looks like this number was actually fairly lenient from what others in this thread are saying, so only egregious offenders were punished.
Anecdotally, there was barely any resource flipping of any serious quantity on NA, and I don't think I once heard of any outpost flipping. Compare this to the videos of the disgusting amount of people on EU server, and its not too surprising to see the distribution of bans.

Then I have to un ignore on Mondays because some our nice people to me but rant on weekends and I can't read Cyrodiil related news in the zone feed . Some get mad when they find out I put them on ignore so I could read the fights . They don't know it's just temporary . So it's an exercise in politeness all the time explaining myself . If people would fight via PM it would make my PVP time so much easier but .. Some like an audience . That would be so weird not seeing so many arguments . I would enjoy it .
