According to OP, identical bug was with NIght Silence - after stealth, you can remove set, and still enjoy movement speed. Other problem is with bonus, not noted, speed when wearing this armor (as example on sorc, who do not have CW)puffytheslayer wrote: »not sure if troll post or not.....
regardless the 5th piece bonus of that set is the same sneak bonus you get as a vampire. they do NOT stack, you only need one or the other.

The problem is that your sneak speed is set when you enter stealth and remains until you exit stealth. Which means...
- Enter stealth without Night's Silence, then equip Night's Silence: your movement will be slow until you exit and reenter stealth
- Enter stealth with Night's silence, then unequip Night's Silence: your movement will be fast until you exit and reenter stealth
So it cuts both ways. The sneak speed bonus doesn't kick in until you exit/reenter stealth, and it doesn't go away until you exit/reenter stealth.
Because the problem fixes itself the moment you are broken out of stealth, it's not really practical to exploit.
