Got a Wrothgar Survey Report without owning the Orsinium DLC after 2.6.6 PC patch

Got this from today's max level alchemy crafting writ and also enchanting one the same day after downloading 2.6.6 patch. Don't own the Orsinium or a ESO-Plus sub.
Apparently "You will no longer receive Survey Reports for Orsinium if you don’t have access to that area." need some further fixing.

✭Somehow how their fix disappeared.
Getting mostly wrogthar surveys only again. Maybe 1 in 10 surveys is another area and of course i can't acces the other 9 then.0 -

✭✭✭✭✭I had been doing tier-6 Alchemy writs on one of my alt accounts (which doesn't have the DLC) and always got Craglorn survey locations, even after One Tamriel (never got a survey outside of Craglorn). Today, I increased my Alchemy level and did a tier-8 Alchemy writ and got a Wrothgar survey location.
The patch note stating "You will no longer receive Survey Reports for Orsinium if you don’t have access to that area." is definitely incorrect, since I just hit this bug on 2.6.6.

I just got another Wrothgar survey today for a max-tier alchemy writ on my alt account that does not have the Orsinium DLC unlocked.
