    We might be talking about different quests. The one I am talking about is about uncovering a slave smuggling scheme involving high ranked people of the three factions, and it explains both the "Dominion" and the "Covenant" presences in the Pact. You need to read everything and to wait until the enemies finish talking, though.
    The worst part is that the Pact contact is an Argonian.

    The influence of the Worm Cult is heavily hinted throughout the story too, which is why I like this theory too.

    I don't think I've done the slavery quest in Reaper's March, but as to Estre and Molag Bal...

    This is the quest mentioned in Reaper's March: A Traitor's Luck

    Also, this is the location: Pa'alat

    I don't remember anything more worth noting, since I did that quest more than a year and a half ago :blush:

    If you do a search for the traitor's name Krin Ren-dro on UESP you get lots matches on many notes, locations and quests that mention him.

    EDIT:
    IMO, the key is to know who wrote this letter -> Request Denied. Whomever it was, was someone in a position of power and knew of Ruuvitar's mission.
    Sadly, that letter doesn't have signature... by the language employed, it doesn't seem to be coming from a Khajiit either.

    I went back and did the quest A Traitor's Luck again. It explained why there were more troops in Stonefalls, but there wasn't a single word in any part of the dialog, letters, notes, books or npc chatter about Shadowfen. I went through everything and screenshotted every bit. There was nothing to connect Krin-Ren dro to Shadowfen. I think there was mention of Silent Mire in an earlier comment, but that's in Deshaan.

    I'm really not trying to be difficult here, just very curious to follow every lead to find who gave the order.

    I've got a few characters who haven't done any of the EP questline yet, and now that One Tamriel has dropped they can totally go and do it. I'm very tempted to start taking one of them through it in a search for more clues on this...

    "Genocide" seems like a strong word here. After all, they are just beasts. I prefer to look at it like a simple culling of the overpopulated heard.

    Ruuvatar is the most likely candidate, however as many have said it isn't that much of a stretch to say Worm Cult manuvered him in there.

    Though I personally doubt it given Ayrenn's administration is nieve enough to be betrayed not once, not twice, BUT AROUND THREE FRIGGIN TIMES from people she considers personal friends and even family. At best, it wasn't very hard for them to manuver him in there.

    Never attribute to malice what can be explained by stupidity. It's entirely possible that the Altmer consider wiping out the next generation of argonian young 'humane' because they were beast races anyway.
