Also rapid regen is not recalculating heal strength from weapons that you swap too. So if you switch from a resto to a nirn weapon your Rapid Regen will not take the added spell damage into effect. That is kind of a big deal as nirn weapons are supposedly balanced against sharpened due to the fact that nirn also increase healing.

You get an extra 5% healing for resto staff skills with a resto staff equipped from the passives. This is more then the extra nirn spell damage, even from duel swords, as that is only around 3%.

I would like to see some evidence for this because in my experience, it does. I have used both nirn and sharpened for my back bar and I did notice a drop in healing.

Just tested again. It doesn't care if it's nirn sword or a sharpened sword, the heal ticks for the same. This is very easy to self test so I'm not going to take the time to make a video of it.
Bar 1 nirn sword
Bar 2 powered resto > cast RR switch to bar 1 1325 heal
Bar 1 sharpened sword
Bar 2 Powered resto > cast RR switch to bar 1 1325 heal
