Impen reduces crit damage. Crit damage does not happen all of the time. Wasting resources on a bonus is a waste. I'll use an example.

Let's say you get hit for 10k non crit damage. The crit bumps it up to 15k. Your impen accounts for, say, 50% midigation. That makes it into a 12.5k damage hit to you. Congrats you just used your trait to lessen what amounts to a light attack away from you.

But wait there is more ... most people only crit about 50% of the time. So half the time it's useless.

In effect your using a trait to lessen a 50% damage bonus that occurs about 50% of the time by about 50%? That's a ridiculous waste.

Put your trait, whichever one you go with, as something that helps 100% of the time.

You should try to comprehend how mechanics work before giving out advice such as impen is garbage. It is by far and away the best trait for PvP gear to the point where I and many others don't run sets that don't come in impen, as wearing less than 5 impen pieces will get you blown up very quickly by any bursty build in Cyrodiil.

If you had 50% critical damage mitigation, you are reducing your attacker's critical modifier by .5. Take a Sorc with 0 points in critical damage CP, they have a 1.5x critical modifier. Say their frags tooltip is 10k, their crits will hit for 15k. However, with 50% crit reduction, you are reducing their critical modifier to 1 (1.5-.5 = 1). So that 15k crit becomes a 10k crit. Massive difference.

I drop 18k incaps on people with no impen, 10k on tankier players with lots of crit resistance.

You are basically saying "I have copied and practice some combos by Christiano Ronaldo in front of a mirror, but I am not able to win duels on the soccer field".

I am just trying to tell you that copying builds mean nothing to perform at your personal limits.
What matters is your own experience and that you work on your personal skills. Same with sports and job in real life you will always find your individual strength. You will improve no matter what, but you need to accept the fact that you are not like person X.
