People have been able to lotus fan/ambush into keeps as people enter the doors since beta and its still around, I don't see how this can be considered an exploit if Zos does nothing to fix it for this long.

The flags won't flip until the keep is flagged.
The scrolls however... yah there are ways to get in. From the video above to the more simple "log in on your "X" alliance character and allow a "Y" alliance character to leap at you.
Yes they did - Cyrodill Alert said Ash naive under no control - we got there to find the person and his buddy about to turn the top flag

I would keep this thread about that exploit- using the mage guard's eclipse to get into the inner keep-and avoid talking or arguing about boosting or night capping. The video provides perfect evidence of the exploit.
I am still skeptical about being able to flip the flags if the keep isn't under attack. Recently at Dragonclaw, DC defended against EP and while the majority of DC followed to clear out the rest of the ep in the courtyard some ep rezzed and tried to flip the back flag. They were killed before guards spawned but after the flag had turned red. The keep was repaired and no longer UA so we couldnt change it back. The results:
