Unable to Finish Quest: Hircine's Gift

Trying to complete the quest Hircine's Gift but getting a bug right in the beginning that's preventing completion of the quest. Supposed to be transformed into a werewolf once Hircine grants you his power but this is not occurring for me. I am able to howl though for the other werewolves to come and feed on one of the targets once it is defeated but I am unable to do the same. Unlike the Howl there is no Feed prompt that pops up.
Anyone here ever run into this bug and were you able to fix it? I've tried relogging, dropping the quest, the whole /reloadui thing but none of it seems to work. Still not turning into a werewolf after the ritual is complete.

Ulvich✭✭✭✭✭I'm just wondering if you werewolf ultimate ability is charging. I know there was/is a bug that causes it to lose charge all of the sudden for no reason.- Monster Slayer

Branbran✭✭I have not actually got the werewolf ultimate ability yet. It wasn't put on my ability bar like the vampire quest was and the werewolf skill line is not showing up under the World Skills. My current ultimate is full though.
Got the howl option here.
But no feed.

Branbran✭✭Alright, seems to be a serious bug since a GM couldn't help me with it. Was also unable to find a workaround though there is something else I could probably try. Looks like it's getting forwarded to the bug fixers and I guess it's just waiting time for now.

SteveZissouSoul ShrivenI also have this glitch. I've tried to complete the quest on two different machines. This includes relogging, a reset of my skill points, performing a soft reset...
If anybody has fixed this bug, I'd love to hear how, because ESO's support appear to be unable to fix the issue.0 -

Rokkar8✭✭Yeah, pretty much whole mission for me was bugged to. When I came in he my char didnt change into ww, needed to go outside for it. When I got back in I was a ww.
This continued for every step of the quest. After I killed the beast I had to get out and back in to howl and get the pack to come and feed. Then in and out again for me to feed and again for me to talk to statue.
