I think they'd have to disable the paid/time-gated speed boost from mount training, and probably the ones from skills, CP etc, but if they could do that and design a course where player skill is the deciding factor it could be fun. Maybe include obstacles you need to jump over and things like that.

And the part where we would be running from an chimera sounds like an perfect material to be re-worked as an new mini game for ESO. In it players could be racing each other (either in duels or groups) on prepared tracks with obstacles and power ups. What do you think guys?

You can do this yourself, no need for ZOS to implement it. It can be done in open world or in one of the larger houses.
At the moment ESO doesn't really have the mechanical depth to be a good racing game. The mounts control fine, but that's about it. They all handle the same, they're all equally fast, you can't customize them, and the game's physics when going over bumps, jumps, hills, or going downhill are wonky at best. So they'd have to overhaul the entire mount system to make horse racing anything other than a novelty that most people will get tired of after 30 minutes. Lest we forget how Tales of Tribute turned out.
