Scrying/Excavation don’t have active skills, so that part of the description is irrelevant.
It will give you the skill at max level, so you can just spend your skill points in those passives at will.

If that is a copy and paste of other purchasable skill lines, why does it specifically refer to Excavation and Scrying?
