Agree but... Things like Bleakrock, Rivenspire, High Isle, West Weald, Solstice... All those regions that get an "appearance change" after specific quests - how would you handle the map state? Reset it too every week?
By the way I would love the ability to replay any quest in the game at any time.

On taking the quest, you can move the quest giver indoors if necessary, you'd then move to the original looking instance. Much like how you go inside in Bleakrock and everything is fine, and when you comeback out it's death and destruction.
Abandoning the quest would revert the instance to already completed state when you port out of zone and back in.

Moving the quest giver or otherwise messing with the quest could (...would) potentially break things. Some games have "point of no return" warnings, and that could be utilised here. Just a message "you are about to take on a repeated quest which will revert the zone to no-completion stage. Do you wish to proceed?" and if you agree it would just fade to black and load the instance again - and yeah, maybe with the option "you can cancel this at any time by abandoning the main zone quest."
That would also be a good method. A scroll that takes you "back in time" since time travel is part of TES lore - not only in Bal Sunnar, but even in TES5: Skyrim*.or you read a scroll that turns out to be a spell.
