Looks like both can have it.

A chance for a sellable treasure of varying value (one is guaranteed in Glorious coffers)
This reward has a very low chance to be replaced with the Coldharbour Surreal Estate if you do not already own it, or with a sellable treasure of exceptional value if you do

It can also drop from the Siege Camp loot chests.

Does anyone know if the puddle, wax that comes from Phase 2 drops is a design or just the furnishing. So far I haven't gotten any of the new stuff.

The Puddle, Wax dropped for me as a furnishing plan @spartaxoxo. I also received a plan for Grave Marker, Soldier - both from blue crafting reward coffers today.

Dunno why this dropped from a WW coffer as it doesn't seem like it should be specific to the event. But I've never seen it before and there's no pricing data on it.. Dropped from a gold Glorious Provisioning Reward coffer.

There are 12 furnishing plans that drop from the craft coffers.

They are gated by profession, and each profession has one blue plan and one purple plan. While they can drop from either the blue or gold coffers, the blue coffer drop rate is very low and, for all practical intents and purposes, might as well be zero.

Blacksmithing:
Blue: Diagram: Breton Spyglass
Purple: Diagram: Cage Wall, Gated

Clothing:
Blue: Pattern: Flag, Tattered Red
Purple: Pattern: Stirk Fellowship Banner, Hanging

Woodworking:
Blue: Blueprint: Stirk Fellowship Wall, Defensive
Purple: Blueprint: Stirk Fellowship Tower, Defensive

Alchemy:
Blue: Formula: Meridian Lens
Purple: Formula: Meridian Lens Apparatus

Because these things practically only drop from gold boxes (the drop rate from blue is too low to be worth serious consideration), but you can only get one gold craft box per day, it is worth re-rolling the crafting quest so that the first one you do in the day is from a profession where you are still missing stuff. (And yes, this is another point in the "this event's reward mechanics are poorly designed" column.)

Edit: There are 12 possible crafting quests: 3 each for equipment, and only 1 each for consumables, which is why re-rolling for one of the consumable quests can seem like a frustrating task.

I've gotten multiple Grave Marker, Soldier's and Puddle, Wax from blue boxes, and 1 Bonfire. I don't think I've gotten any from gold boxes.

I don't disagree that the drop rates on the new furnishing plans is bad. But I do think blue boxes are worth farming, if you have the time and the characters on which to do it.

I was pleasantly surprised with the grave marker one. Some of them look good. Now if only the tattered red flag and the spyglass will stop dropping.

FWIW, I did 6 craft quests on 4 accounts on 2 servers yesterday, so that's 8x gold boxes and 40x blue boxes. I got one furnishing plan from the 40 blue boxes, and and 5 furnishing plans from the 8 gold boxes.

They definitely do drop from blues, but I think it's safe to say that the drop rate is considerably lower. (Of course, this is still a small sample size, and with all things RNG, YMMV.)
