you can go back and do those other ones after the fact, you are not locked out of doing them if you want those style pages

It's ok to lock things behind specific things as long as those are obtainable by everyone. And the locked out tasks (leveling a new character which may not be available to everyone) do not have locked rewards.
On PTS they had crown crates locked behind individual PvP tasks, for example. So we knew that specific rewards would be tied to specific items on the list back when this was still in testing.

However, I dislike the overall design and would hate for something I do really want to be locked behind a specific activity despite the overall premise of the system being about having flexibility in what activities are done.
(At least while the entire system focuses around regurgitating existing content rather than specifically newly designed content)

It's absolutely bad design. If they really want to say that we have free choice to do whichever of the normal activities on the list we want, then don't tie specific rewards to specific activities. If they really want us to do certain activities, don't pretend that we have free choice to do whichever options we want. Just come out and say that these are the activities they want us to do. This in between option is dumb, especially when some of the activities tied to specific rewards are activities that huge portions of the player base don't ever do, and don't want to feel forced to do. I'm specifically thinking about battlegrounds and trials here. Can I do them? Sure, but that's not the point. I actually like trials, but because of real life it's been a while since I had a group to do trials with. Fine, I can PUG one in the group finder, no big deal for me. For others, that could be a big deal. I don't like battlegrounds, though. I can do one anyway, but I'm basically just going to end up dying, and I'll probably ruin the battleground experience for my teammates. I don't find it bad design at all. All of the options are from normal game activities.
Bad design would be locking them behind horrid RNG with horrificly abysmal drop chances. I'd sooner complete any of those tasks before ever having to grind dolmens/geysers/wb's for days on end for only a chance at getting a drop.
But nor would I like to see them just given away for essentially nothing more than logging in and clicking a claim token. That would just.. well suck.

The BG and the Home visits are the only ones I won't just get by doing my normal thing, some mostly due to leveling the new companion skill lines but hey it works this time around at least.
I hate the New BG system but hey just gotta do 1 this time around.
House tours I actually enjoy when someone asks me to come check out their work but it's not something I generally think about so will have to go out of my way to hit the 10 but at least with the home tours thing it will be easy.
Overall, it is a bit of a slippery slope, but they want everyone to try out all the things and at least there are some fairly easy to earn rewards attached.

Also Battlegrounds require you to participate in a match until it ends (doesn't matter if you win or lose), you don't even have to kill anyone there if you don't want to, just run around the maps.

Which is actually another reason I think PVP-related (edit: or generally grouping-related) tasks aren't a good idea. Imagine people who actually want to play battlegrounds get grouped with desinterested players who just want to get the pursuit completed all the time now for the upcoming days. Ruins the fun for everyone, both the people who want to PvP as well as those who don't actually want to but force themselves into it just for the reward.
Would make sense to give people a non-PvP alternative, so people who enjoy PvP can earn the reward that way and everyone else can just choose the alternative.
