    It doesn't need to be winnable though. Guards are a game mechanic designed for a purpose, they're not normal enemies and they're not meant to be killed. They're a separate feature of the game from the combat portions with different rules. I understand why you feel like they shouldn't be invincible because it can break immersion or it's not how other TES games have behaved, but as an MMO this is the way it has to be for a lot of reasons. They're there to act as a balance measure for criminals (such as it is, I'd prefer they become more challenging honestly) and if they weren't invincible people would be fighting them in the streets constantly because that's part of how some people like to play TES games.

    Plenty of MMOs have tried it your way only to switch to invincible guards. It's just not practical.
