Persuit of Freedom: Talk to Louna - Broken Quest, Louna is missing

Louna is supposed to be at her raft, which gets players to Whalefall in Amenos. This raft is right on the edge of the beach and the Compass shows her location as being very near the raft, but she is no where to be found. After speaking to Leander, he tells me to find her. To get to the west beach from Leander, you go through a cave-like tunnel right where he is standing and end up on the beach just a short distance from the raft. Have looked for this NPC everywhere. She is not the tunnel, anywhere near her raft, or anywhere along the beach.

If you delete the quest, Louna will be in front of her raft and will provide the quest herself. As far as I know, picking the quest up from Leander only slightly changes her initial dialogue.

There's definitely a bug where she won't show up if you picked the quest up elsewhere, but the quest itself can still be completed.

Abandoned the quest, went through the tunnel and arriving at the raft, there she was! Thanks so much, this worked!
