10 second logout timer: what triggers it?

Can someone please tell me what the trigger is for the 10 second logout timer? I can't find any pattern to it.

As I understand it:

If you're in a safe area, there is no timer.

If you're in a potentially unsafe area-- e.g., somewhere you could get attacked by an enemy or animal-- there is a timer.

Inside a town is generally safe.

Out in the wilderness or even just on the outskirts of a town-- even if you're at a wayshrine-- is generally potentially unsafe.

But I might be wrong.

Generally-speaking: safe = no timer, unsafe = timer

But there are also a lot of inconsistencies.

E.g., the Wayrest wayshrine is in the middle of town but has a logout timer. And if you just run several steps in any direction, there's no timer, so it looks like the wayshrine itself is a small isolated island of unsafeness. But the wayshrine in Daggerfall (and most cities) has no timer.

The weirdest one to me is that all outlaws refuges are unsafe, even though they are way safer than any town (since you could be attacked by guards in town if you have a bounty).
