Is the no cp/ no proc campaign currently far better (in balanc and population) than the others? Or is it hold back by disabling cp and/ or the too restrictive limits on what counts as proc sets?
Haven't really played pvp or eso in ages, so geniusly curious.
On the main question, I think unlimited cross healing and having offense and healing scaled on the same stats are the most prominent issues.
Balance wise I feel like No-CP, No proc is amazing.
Population wise... It's dead 80% of the time.
I blame lack of transparency on what works there, and feeling of missing out.
It's the only place in the game that has different rulesets for sets / CP and that's a turn off I guess....
Game balance feels really good there though. No proc sets to carry players. No free damage from sets. No over performing proc sets. PvP combat feels good there.
Cross healing can still be an issue and zerging is also strong (without vicious death, dark convergence, occult overload etc).
That being said the better player generally wins the fight which is nice.
