Either capping max HP at 30k, severely limiting cross healing/warding, or disabling all sets that do damage or healing outside your abilities.
Any of these would drastically improve pvp.

Is the no cp/ no proc campaign currently far better (in balanc and population) than the others? Or is it hold back by disabling cp and/ or the too restrictive limits on what counts as proc sets?
Haven't really played pvp or eso in ages, so geniusly curious.
On the main question, I think unlimited cross healing and having offense and healing scaled on the same stats are the most prominent issues.

This person just won the thread only thing they missed was hybridization going away.
Tbh hybridization would feel a lot better with those stats gone.
Those stats make it so much easier to sustain. Without them you'd have to put a lot more care into how you allocate your resources on a build.

but you do realize that these stats cause more damage and everyone here complains about a tanky meta? if you take away the stats, you expand the tanky meta even further, because people just don't want to die.
