Will Heroes of High Isle event have double drops for Graven Deep & Earthen Root Enclave?

The event announcement mentioned every kind of boss in High Isle *except* group dungeon bosses dropping additional rewards? If they're being left out, why? Imperial City Prison and White-Gold Tower both have double drops during the Imperial City event, same with Castle Thorn etc during the Skyrim event.

This is the marketing-push-to-sell-the-chapter event, and these events have historically always been chapter-only (including the Lost Treasures of Skyrim event in 2020).
The Skyrim event that you mentioned is the new Dark Heart of Skyrim event later this year, and that event covers the entire "year-long-story", which is why it includes dungeons.
Imperial City is also different because the dungeons and the PvP zone are all a part of the same DLC. The High Isle chapter and the Q1/Q3 dungeons are all separate DLCs.Nightfighters ― PC/NA and PC/EU
