It's in the southernmost part of the main city, which is called Gonfalon Bay. It's like a small island that's connected to the city via a bridge. The gaming hall is on that tiny island.

Is the quest giver by an land markers or is it obvious?

ToT quest giver, and chapter house is south over the drawbridge (that is never raised...lol).
"Wood Elves aren't made of wood. Sea Elves aren't made of water. M'aiq still wonders about High Elves."

The quest giver is just outside of the gaming hall from what I remember. On the test server I remember looking inside the gaming hall and being directed to go outside again. I can't remember what race the quest giver is, unfortunately.

I might be wrong, I think Brahgas is the initial quest giver. He's a Bosmer with a Scottish accent

    Greetings,

This thread has been moved to the Tales Of Tribute section, as it is better suited there.

    Thanks

Yes, that is right. Just as you cross the bridge, there will be two people talking and one of them is Brahgas who will get you started on the quest. There are also several fliers you can find around the city that will direct you there too.

There are as well announcers all over Tamriel in cities - voice seems to be from the same actor who voice-acted the lady from Cyrodiillic Collections in Lilmoth. Those could eventually get annoying - but I like her voice a lot, she doesn't bother me.

Anyone know where the Mournhold one is? I can go to the Mournhold Tribute Club and talk to the NPCs inside but even though one of them says, "let's play!" I don't see anything to interact with. It's not at all intuitive what I need to do.

    I own the expansion.

Had a few minutes and was going to try the game out but... can't seem to kick it off.
My #1 wish for ESO Today: Decouple achievements from character progress and tracking.
