The "Play" button can be delayed when your connection is not fast enough. I noticed that the launcher downloads web resources on each start, and these resources are surprisingly big (multiple Megabytes). Even when normally your connection is fast, it could be a peering problem with your Internet provider as well.
That doesn't work for me. It was one of the first things I tried, because I've seen graphics glitches like that before.If you hover your mouse cursor over the spot where "PLAY" is it will pop up immediately, seems to be a graphics glitch.

I found a consistent workaround (at least on my PC): click one of the dots to show a different announcement in the list that shows in a cycle, and the Play button immediately appears. except this is not the issue. the play button never shows up and I have to close the launcher and restart it. ever since update33
It's still occurring, the Play button takes 30-40 seconds to appear, and no workarounds appear to work.
