This would not be an issue if the game was working well (performances wise) because multiple campaigns (servers) would be populated and different scenarios would happen on each of them.
The only 3 banner war that will get changed is the quest line arguments between EP AD and DC. Zos hasn't given a rats bum about cyrodiil for 5 years. That certainly isn't going to change now that (at least for PC EU) population is lucky to reach 3 bars at prime time and becomes unplayably laggy at 2 bars.
If it does relate to making PvP playable abd popular again, I'll be gobsmacked (and probably release some content again)

IDK if after the dropping the ball for 5 years people will come back to ESO pvp. There might be 100 or so of old players returning. The damage is done and the trust and respect have been lost a long time ago. With newer games on the horizon this game has its chance and squandered it. Let’s just try and enjoy the ride out with the people we met along the journey. We lost 4 daily players that I know of this week alone after the patch issues Tuesday.

It certainly does not justify their behaviors but having something big coming up could be an attempt to cover it.
What do you guys think is coming in 2019 for Cyrodiil? It sounds like the 3 factions will be united against a brand new faction in an attempt to end the 3 ways fights.
I would really enjoy having only 2 factions in Cyrodiil and Battlegrounds for multiple reasons.
1) Easier to see who wins
2) More opportunities to find fights in Cyrodiil if the map is split in 2 (more objectives to defend or to attack)
3) Possibly more challenging and outnumbered fights by joining the new faction
4) Capture the Flag would truly shine in battlegrounds with only 2 teams

As far as I'm concerned, if you do minimal researches to understand how to optimize your game client properly, yon won't have any frame issues. There is no bottleneck or major memory leak anymore so anyone willing to invest into hardwares, adjust graphic settings correctly, keep strictly useful addons for pvp and keep them up to date can easily stay above 40fps in Cyrodiil at all time including large scale battles.
What they need to fix is anything related to the server hardwares, netcode and game engine (your ping). I have heard rumors in different streams that Zenimax proposed an offer to a certain company to buy new servers but just speculations so far.
