When you use the launcher for the game you see the advertisement for Midyear Mayhem. Pick up the free quest starter from the crown store and complete all the achievements. That's how you get it.

You found a work around, it doesn't negate my statement. You can't dye it directly, you have to dye the last channel in your clothing to dye it. The crown itself is not showing any channels at all in the dye menu. That's why I asked if it was fixed because it's obviously broken.
