Crit chance has nothing to do with armor penetration.
14K isn't too much penetration, most people wear heavy armor in Cyrodiil
Juliano isn't too bad if you want to go the craft route, otherwise get ready to farm City of Ash for Burning Spellweave
Indeed, I actually have a high drop rate for Burning when I go, it isn't to bad not like Spriggan's.

How have you tested that?
I checked that at the very start of one tamriel. My findings were quite different in terms of:
Julianos offers 170 spelldmg and 6% crit over spinner.
Spinner has 967 magica and 4000 penetration.
The result was the dmg difference before penetration was absolutely neglible (if you did not figure in crit) with only ~80 spelldmg in favor of julianos.
Any dmg test of abilities on a 20k spellresistance target had more than 7% dmg difference in favor of spinners (depending on ability and their respective scaling with spelldmg).
What you don´t want to test is with light/heavyattacks. They benefit immensily from spelldmg while not scaling well with max resource - which skews everything in favor of julianos.

I buffed up and soul assaulted Xylena's heavy armor stam DK a few times with all gold sharpened/impen Spinner staff and armor, then switched them out for Julianos with the same traits. I was trying to determine which set to use on my sorc with Lich at the time.
