The only thing they really fixed about Cloak is that Infernal Guardian no longer pulls you out of it. Gap closers, Vampire's Bane/Reflective Light, etc etc still pull you out.
Big shield builds with Pirate Skeleton can be strong. Necro + Willpower + Pirate + vMA/Master staves or dual wield with a 5pc like Spinner would be your baseline. More creative builds can branch out from there, but any shielding mageblade build just feels like a gimped, strealess, mineless, wardless sorc to me.
Builds not using Annulment can use sets like Bloodspawn, Pirate, Transmutation, and maybe Meritorious Service to gain durability. I'm exploring this area right now myself.
If you're not building durability in one of those ways, over time you will find yourself spending more and more time in cloak or spamming it when attacked. I also prefer using shade + cloak over mist form when in light armor. Hell, maybe use all three.. Also mirage is very strong in light armor. Double take is fine if you're using shields. Your defense will be the main challenge when in light armor, not your damage. I'll think on this for a bit.

I'm playing light armor magblade right now with cloak and no annulment. I think it's viable if you are at a certain skill level but that's the case with all the classes. I'm finding cloak to be more reliable overall but it's still a crap shoot some times. I say if you want to play light armor go for it. it's alot more fun for me than playing heavy. Even though heavy is better. Overall though all the reasons magblades switched to heavy armor hasn't changed
As long as you have more than 1800 crit resist... sure. Shields too help a lot.

Because an 8 k shield is f ing useless. Died because of baddies on the forum. Too much qq too little pew pew. 16 AD 2 DC. 0 EP cause they bad, CP 2300 plus 18 level 50 toons. NA, PC, Grey Host#SORCLIVESMATTER actually they don’t or they wouldn’t keep getting nerfed constantly.
It's rough out there with light armor. I have about 49k max magicka on my back bar and 100 in bastion but my 2 shields still go down pretty quick against 2+ people even if I constantly reapply them. The combination of only having 2 shields, no purge, and very limited options for mobility makes you a very easy target, especially if you are rooted cause you can't do much at that point. Light is still very good in duels but for open world you'll probably have more success with heavy. Damage is just way too high unfortunately.
If you are usually in cloak light might still be viable, but I'm not really a cloak user so I can't say how effective that will be
