I don't see any reason for an F2P conversion. What's that going to gain them? Any one whose not willing to pony up $15 to buy the box and then play for free is not likely going to be a crown or Plus customer anyway, and most likely just a leach on the resources.
Two years ago, in early January 2015, I was you. Now ESO is B2P, and I actually can't see a reason for them not to go all the way to F2P. Lesson learned.

It's possible they are leaving it until after Homestead so as to properly announce this to tie in with Morrowind's 15th anniversary. Big old fanfare. Whole zone, likely around 50 hours of questing if it is double Wrothgar's size.

One shot solo questing and dailies won't keep people playing. TG DB Orsinium certainly work for the churn base player but not the premium market. They will need dungeons trial and some sort of evolution of the cp system to progress this game for the long haul. Right now they are throwing cake at starving people.

Update 15 will likely be new dungeons. There's a possibility that Red Mountain will be a trial. Clockwork City is a slim chance to come with Vvardenfell as if they're going for max nostalgia, Clockwork City came with Morrowind DLC, we just don't know.
And what sort of evolution do you propose?
