ZoS banned some of the obvious cheaters using ultimate spam. Some already seemed to have been unbanned. No action has been taken place against the smaller hacks which can't be evidenced so easy like these 10%-20% speed hacks. It does not only increase run speed. All animations and gcds are faster. You can always argue "oh I've minor expedition up 24/7 from rapid maneuvers" or "oh thats orc racial" or " oh thats a potion up 24/7".

Another way is using a hotkey and switching on the speed hack on a charge. There are a couple of ppls in Trueflame and Azura EU who are constantly doing this. They are rank 30+ and always playing in the top ten. Charge, 2-3 wb every 0,5 secs, back to normal. They are able to do this since ages. Nothing happens.

Or you push your regen somewhat. You can't bring an evidence for that. ZoS could scan for background processes or at least compute all data on server side. But they simply don't!

What else will work in your opinion then making noise to give the game a bad reputation?

If an high rank is cheating it is an idicator for how long you can do it until your are punished. In ESO you seem to be able to cheat forever and never being punished.
