Because it's an item that's been in Elder Scrolls for many years. It also lends itself to a variety of role playing scenarios. It's already mentioned in game several times. There's no reason not to give players the option to possess it.

I can imagine skooma as a lootable and fence-able item. But if you think it over how would you imagine it's role and effect in game?

You cannot flaunt it around for other players to show, hence it's really no use for roleplay. You can have it in your inventory for personal use, and RP through animations. If an effect is added I can imagine something akin those "oblivion trips" which are in game already , where you get pink sky and fluffy flying pigs (okay this later is not in game). But what's the point ?

Others dont see you are tripping. It does not add any benefit other than "okay I can rolayplay being drugged".
If you want any positive benefit from it that opens up the box of balancing questions.

Maybe as a provisioning recipe, but then it'd be quite the same as the others, with similar stat raises.

Only viable use for that is to make money through in game fences.

Consider, it requires programmint time for little benefit.

yeah could be cool, could add a serious de-buff and disorientation to make an extra challenging dungeon. but if you got caught by a guard while under the influence or with it on you it gets taken away and you get a hefsty fine.

I voted yes simply because it's an important part of the TES world and lore. It comes up in numerous quests and storylines in the games, even in ESO, and it seems very strange not to have it around.

My characters (even my khajiit) never use it, except for way back when I first started playing Morrowind and just thought it was another potion. But it just seems strange playing an Elder Scrolls game and never coming across that one house with skooma stashed everywhere, or bandits out in the middle of no where trying to make it.

There are many areas where Skooma and activities around it are very frequent. From skooma dens to crime etc. It's strongly represented in the game already.

NO > You don't want Skooma in teh game as a consumable item, even tho' it IS present as a quest related item in numerable occasions because you worry that the mere presence of that item may implicate the idea that the developers are supporting and/or cattering to the concept of illegal drugs being used by the children who play this 18+ game that you as a parent was oblivious enough to buy them, therefore stating that you intend on go full ferguson riots on this and wreak havoc in front of Zenimax's Head office, if they decide to implement this in their game, that they own.

Yes. Could be a fun provisioning or alchemy reciepe that give you a bonus, a malus, and some hallucination effect if you take too much.(effect can stack).
Could maybe give you the possibility to find special treasure chest, but a malus in run speed, sneak and unable to lockpick . Just an idea.
Or more boring, bonus in magika and stamina regen, malus in max health

That's how spice worked is SWG, short term buff w/longer debuff. It would be nice if they added addiction like in fallout and if you got addicted you'd have to keep doing skooma or have a constant debuff. Of course they'd also need to add an option for a priest to cure you (ala the doc in fallout, or how they can sure Vamp/WW).

Change screen like when youre drunk in LOTRO per exemple, add some kind of stats changed. maybe speed buff but lower armor and spell resist.

Randomly change apparence of other players, increase stolen valuables quality of loot

And if too many skooma .. collapse on ground and a random teleport in many location of tamriel.. top of a mountain, inside ennemy castle of cyrodiil, taverns, stables, coldharbor..

Make it like heroin lol, increases all stats by 10% for 10 mins, but if you cant find more you take a 50% decrease in all stats for 30 mins or till you find more
