Yeah this type of gameplay needs to be discouraged. They will be buffing healthpools for PvP players in a future patch, but something like a passive 15% damage decrease for all players would be awesome as well.

The way they balanced damage/ablities, was that all spells and damage worked unchanged in pve encounters, but when you enterned a pvp encounter spells were altered so that charm wouldn`t work on other players,
and damage spells and melee damage was set at you could not do more than 75 % of a persons total HP with one attk, so a spell in pve that would do normally 1200 damage was caped at 800 damage in pvp but still did 1200 in pve as an example.
