I really REALLY hope that is not the direction it is going, because that is a HORRIBLE idea designed to pander to those who want to make their choices with no sacrifices. If you pick a certain race for whatever reason, you should play THAT race with both its strengths and weaknesses. Learn to play to a strength and mitigate a weakness--not have everything handed to you on a platter.

I have beef with this 'no sacrifice' argument. Wheres the sacrifice if your aestetic tastes align with your preferred playstyle? What does someone who likes the looks of Redguards sacrifice by playing a stamina based character? And thats what its all about: your stats depending on your aesthetic choices. Which should not happen in an MMO. You say 'play to your strengths and mitigate weaknesses'. I read 'be stuck in a playstyle you might not enjoy'.
As for the lore explanation - its already in game. Youre the chosen one who survived having his soul torn out, foiled the plans of a daedric prince and was rewarded by another god-like entity with the ability to seamlessly blend in with any race he/she visits. This is already in the lore. Once youve completed silver and gold you should be able to travel back to Meridia and ask her to let you get even better acquainted with another race thus changing your passives (but not to pick and choose single perks). Perhaps she would send you to the areas of that race where you would do dailies for a week or two before you obtained the new bonuses... See, theres even a time sink ;)

Well, actually there are MMO's out there that have race specific traits. Putting that aside though, the race/trait idea is based off of the other Elder Scrolls games and I doubt they'd be allowed to change it due to patent reasons.
