Short of posting the videos here, reporting them ingame, and flooding customer support with the videos, I don't think there is anything. They've been doing this for months, one of them has trolled the forums even about this and nothing has happened to them.

I have a video of that in my youtube (linked in sig) and I have made zos aware of it multiple times. The hackers are still around.

I've messaged them before and they ignore everything. I guess the point of this thread is: There is a legitimate problem with a few people, who can I talk to and show the proof so i'm NOT ignored?
I have been thinking they are sending the damage elsewere. I don't pve much but I think there is/was a set dessert rose that redirected damage to the magicaka bar. Maybe it's being stacked with something else and dark exchange or what ever it is that sorcs can use to drain their stam for magicaka.

It has something to do with vampire and I think Sorcerer for sure. I think they are somehow stacking the dmg mitigation from mistform even when they aren't in mistform and somehow it is multiplicative with the vamp passive dmg reduction as they lose health. These hackers definitely take higher incoming damage the more HP they have.

Something has to be up with the trapping webs, never seen anyone use that before, they are popping the synergies for it like hot cakes.
trapping webs may be the link to the mist form* exploit. 75% mitigation for mist form, then add a little for light armor, yeah, 90% sounds about right.
How do you know it's a hack?
Were they blocking?
How many Nirnhoned pieces? Nirnhoned is bugged and giving too much resistance, but you can't blame the players for exploiting that - it's something ZOS needs to address.
The add-ons show there's no damage absorbed so it wasn't due to shields being up?
Had you been hit by Eclipse - Total Dark morph recently? Which would reduce your spell damage considerably. Or was it against a Templar that had used a Dawn's Wrath ability on you - that nerfs the damage they receive from enemy player spells.
It has to do with the following I think:
◾Harness Magika: Take 50% less spell damage while shield holds.
◾Mist form: Take 75% reduced damage from all sources
