Good question
They really need to starting dealing with stuff. I think they got lazy when their player base was tiny and all sub and they seemed afraid to ban anyone.. now we'll see far more exploits with a larger player base, and so far, nothing has happened.

I captured three extended clips last night of our favorite hacker and the footage clearly shows an unshielded, CC'd opponent with 10% HP left not dying to 3 different players spamming executes. I ran into this guy about 20 times last night and it is extremely frustrating. What should I do with this footage to help get this guy banned (again)?

I think the eso subreddit flies by the same rulesets the forums to (an agreement to ensure ZOS participation). Don't get me wrong, I'm as curious as everyone else and want to see these guys in action and see them get busted. But, if we expect to see the cheaters and their exploits removed from the game we have to be sure to follow the rules ourselves.
These players hide behind "The rules" which were created to protect against harassment and abuse by players yet just the opposite is happened. These players continue to play day after day and have for months despite numerous reports and the players being harassed are the paying customers who abide by the rules instead of exploiting them.
With all this said what *really* irks me is the fact that just lack week a group of terribles from Haderus that I regularly kill reported me so much my account was permanently banned for "Hacking" the game despite *zero* evidence of said hack occurring (I've never hacked or used exploits in the game). It took me a good two days and hours of my own time on the phone to get my account unbanned, and I still never received and explanation or a valid response on why I was banned on what precautions would be put in place to ensure this kind of abuse doesn't occur again.
This whole name and shame policy that ZoS has implemented has done nothing but give disreputable players a blanket to hide behind and obscure the visibility of any real actions on the part of ZoS to ensure that ESO remains largely exploit and hack free. I'm proof that if enough people report someone, they'll eventually get banned regardless of evidence. That these players still have active accounts is pretty surprising.

Reporting should start an investigation, not insta-ban.
Otherwise, next time we want to win the war in Cyrodil we'll just mass report every player in the opposing factions. DER, it's obviously a bad policy.
