I've tried both of those things, closing the game restarting it and restarting my system, problem is still there, The NPC's are invisible, but eventually after I do some quest or a while later they appear... Randomly...

This has happened to me about five times during my first faction run-through. The only way I found that ALWAYS fixes it is to select another quest, ZONE OUT (wayshrine/warp to another area), log off completely (close applicaiton), come back, and go to quest area to find npc. I think zoning out to a different area before logging off is what really fixes it, but I always try to take the quick fix and just log off and log back on in the same area. Never works. If you are really having the invisible NPC issue, try all the steps I've said and it wont' be an issue any more.
Does anyone know if the "be sure you have a valid internet connection" error has been fixed or what to do to fix it? I have reset my Xbox twice now and it's still doing it...get dcd every 10-15 mins of play time

Nope; still having the problem as well. It gets really annoying when it happens 10+ times in a row.
