Wow you love this set. A maelstrom weapon IS not a part of a set piece. I would have to use the entire set for the benefit of this shield. With the weapons I do not. I can create this glyph and enchant any shield with it.

You can't, but you can equip a shield in a weapon slot. In some cases this game defines a shield as a weapon. The fact is that by some game definitions a shield is a weapon. By others it is armour. The fact is that you don't know which of those definitions they were going by when they put that in the patch notes. The fact is that you're conveniently ignoring everything that doesn't support your position. Do the patch notes specify that? I didn't see that in there, but if you'd care to quote where it says that the maelstrom weapon dropped would never be a set piece, I'll take that back. A maelstrom weapon should never be a set piece.
It takes up a weapon slot, so by that definition it's a weapon. You can attack with it (shield bash), so by that definition it's a weapon. It's part of a weapon skill line, so by that definition it's a weapon.Also, shield counts as armor, period.
When you craft one, it is under armor at craft table regardless where you equip it.
You're wearing it on your arm, which is why you cannot hold a weapon in the same hand.
