I had it also. This is what happens when core skills get changed a zos dies not provide a free reset.
My suspicion is the issue is caused by dual wield and if that's wrong whatever the reset fixes it

If I'm understanding you correctly, I did do what you said. I took all of his gear off and put pieces on one at a time and looked at the numbers. The only thing I could do different is remove all of my skills and champion points and see what the stats say. I might do that and make a video of it to share.

idk whats going on exactly but up until 2 days ago my toons where hitting harder and taking more damage and now its like playing a new toon again I didn't mess with my cp as I already wasted 5k on a respec to see if it would solve the issue so I don't feel I need to waste anymore gold

And when you did that was everything added up properly? Did you return to the 3011 and 3098 spell damage with the appropriate sets? Also, are you PC NA?

I'd honestly recommend changing some of your magicka recovery glyphs to +spell damage. On my NB I'm running around unbuffed with 9,000 health, 32k max magicka, 2800SD. And I hardly ever die...
Are you a tank specifically? It's been my experience in ESO that being too defensive is honestly a game breaking experience because the mitigation gained isn't beneficial enough compared to the loss of damage.

I noticed just after recent patch (before Orsinium) I made a new set of gear and lost stats too. I should have gained them. So, how long ago did you make the original set of armor that you are comparing the new one too?

Okay, so... with either 5X Julianos or Kagrenac's equipped, if I add a 4th piece of Magnus my spell power DOES NOT go up. See the video. Removing the 4th piece of Magnus armor doesn't affect my total spell damage, despite losing a 4th set bonus piece which SHOULD grant me additional spell damage.
Science done! 20K gold well spent.
It may not explain yours, but it definitely explain's the OP's build (4X Magnus, 5X Julianos). It at least confirms something is broken with at least one set (Magnus) in applying additional spell damage. In watching my video again, I noticed my spell damage went down by 2 when I had the 4th piece of Magnus equipped.Great work!

Weren't Greatswords and Mauls 1571 weapon damage with Imperial City patch? If they are down to 1531, sounds like they got nerfed, too. And base damage number of weapons is based on melee versus ranged, not 2H versus 1H. It is a risk/reward thing as attacking from range is safer than getting right up in enemy's face. Now, the fact that you can equip a couple daggers or a greatsword and use ranged class skills to bypass the whole risk/reward of being a melee character is a problem. But having melee do better damage than ranged is, in itself, a good thing. It is just poorly implemented in game.
So much this........ give spell damage back to staves and take it from melee weapons......

Okay, so... with either 5X Julianos or Kagrenac's equipped, if I add a 4th piece of Magnus my spell power DOES NOT go up. See the video. Removing the 4th piece of Magnus armor doesn't affect my total spell damage, despite losing a 4th set bonus piece which SHOULD grant me additional spell damage.

Just watched my video again. Turns out, my spell damage goes down by 2 points with the 4th piece of Magnus equipped. So it's actually subtracting total damage.
