And adding skimpy gear to loot tables will force me to use it or gimp myself if it's an upgrade which makes no sense. Besides it is more than possible to look sexy without showing excessive skin, and unless it's Zenimax's intention to create player housing with associated cyber red light district then I really think it's refreshing to finally play a game where I actually look like combat ready soldier rather than a candy coloured stripper with metal underpants.
But I suppose it's all about opinions and options if looking "sexy" in a game is peoples prerogative. As long as I can still maintain some realism.

I don't see the problem - you want to get all suited up, fine. Go right ahead - but your decisions for your characters shouldn't affect mine.

Only way I'd be okay with this if 1. It was only craftable and never as a drop
2. It only applied to light and medium armor.
Why does heavy armor exist in the world if it's not effective? Who would wear it if you can just use a magical spell to get all of the same benefits? You seem to miss the point a bit. You speak of females of a time. I am pretty sure that if we look at that timeline then I doubt women would even be adventuring at all. But instead we play a game where not everything has to be realistic. When you play a game you would like to have a choice of what you look at.
You will spend a lot of time looking at that character and so choice here is important. Instead of a choice most of the clothing in ESO is just ugly.
And before you go off about what I keep in my pants I shall tell you that as a male I have a female character normally proportioned wearing primal because I like that look.
