From the sound of this, the "heal debuff" could be taking the form of disease damage, which would mean the skoria proc is working correctly.

How is it not very good still given the changes? On PTS the proc was hitting for 10k minimum on an unoptimized char with ~2.5k spell damage. When running around Hew's Bane killing mobs it would sometimes proc 2-3 times per fight (while other fights it never proc'd, such is RNG). Is it reflectable? Or is it that raw spell damage (eg Kena) will always be better?
Some tests here seem to prove that valkyn can only proc on the first tick. For a dot-gameplay it's bad (because you don't re-apply your tick a lot), but for proccing set or one/little hit dot (sorc curse/mine, detonation, templar puncturing strike), it can be really good.

Curse and mines are not Dots for the purposes of Skoria, and it does proc on ticks besides the initial one. Summary of my testing on that.
So, confirmed, simply being struck while wearing Fassala's is enough to proc a meteor. Yes, @ThatNeonZebraAgain, Bahraha's procs Skoria. I don't own a set of Leeching to test that one.
It's an odd combination, but I don't think this is a bug. Both sets are operating as intended, it's just that Fas is representing itself to the player as a status, rather than a dot effect. Maybe they could add an exception, if unintended?
