as @GossiTheDog said, only players who have preordered the game have access to the explorer's pack, allowing to create a character of any race in any alliance.

This isn't entirely true. I pre-ordered the digital Standard Edition (not the Imperial Edition) and was able to play any race any faction. Though, yes, I did pre-order.
By the way, yes, my Altmer Sorc sides with the Covenant and doesn't like the Dominion.
