I'm definitely not in favor of changing a core game mechanic in an attempt to stop it though.

Or players can stop using an animation that has a lewd definition and has been a source of conflict for a very long time. But since that hasn't happened, and the reporting system is next to impossible to complete some of the multiple steps, the next logical step would be to change the animation that is used to simulate the irritating behavior.

Continuing any form of taunting after a player requests it can be interpreted as harassment and therefore can result in action by the service provider.

ZOS doesn't have to take initiative. Players are responsible for reporting bad behavior. And changing an animation that's been there for years with a genuine use case outside of this scenario will lead to uproar.
