I’m not online atm to give proper instructions, but I believe it’s done from your inventory. If my memory serves correctly. There’s a tab at the top of your inventory you’d choose and drag over whatever pets or emotes you want to the wheel that’ll also be showing on your screen.

I can't log in to the game right now to check, but it I recall correctly, it was something like this:

Go to collections (U key)
In collections, find emotes in the list on the left side.
Hover on the emotes with your cursor
Click on the key the game suggest (I think it was F, could be E) to assign emotes. The menu will change somewhat.
Drag the emotes you want to your wheel

Gotta go to the Help menu believe it or not...in one of the sub-menus (I'm not in game) you can find and choose all the "/something" emotes and drag them over.
