I don't think it's possible to make a voice chat for ESO on PC at this late stage. Consoles have built-in chat as part of their native functionality so the console games can easily integrate chat.

Short answer, money. The exact same way on Xbox and PS you call an API for mic and sound, on Windows/Mac you also call an API for mic and sound.
ZOS just needs to handle the request load, which is a valid argument. But implementation is not the problem, just the will to have it enabled. I think it would be worth it.
Again, I played around 2000 hours on console and now around 1800 on PC.
The experience is just completely different. Discord works well with people you already know. Builtin voice chat works great to make new friends. That is why I miss it so much.
People think it would be on all the time and they would hear the whole world chatting, like on consoles, but that's not the way it would have to work.
There is not going to be an understanding between people who like playing with other people, and so see voice chat as super convenience with no downsides, and those who dread the mere thought of someone trying to speak to them in their game.
Judging by the responses here, had there been voice chat, most players would have it turned off anyway, which would negate its usefulness as an easy way to communicate.
