Bought Blackwood Collector's Edition Through Steam and account isn't upgraded

Hi I bought Blackwood Collectors Edition through Steam and my account still shows as Greymoor and the chapter isn't collected in game. My Steam account is properly linked to my ESO account. When I buy crowns from Steam they show up. I am playing on the regular ESO launcher and not the Steam launcher. Do I first need to download the game on Steam and launch it for it to show up? Or is this just a bug?

Fata1moose✭✭✭✭✭Update on this I downloaded the game on Steam and logged in and that indeed unlock the Chapter. It still doesn't show my account upgraded from Greymoor CE to Blackwood CE but at least it's unlocked.0
