Other typical things to try are:
1. Reboot the PC and try again, to clear any local caches
2. Wait, for maybe a day and see if the schedule resets
3. /bug it on both characters and wait for ZOS to fix it. Reply back here with the Ticket Numbers and tag Gina
Please check your quest log to make sure you don't already have a daily writ quest. If you don't have a prior quest, try going to your home Alliance city, or Craglorn, to get the new daily writ.

PC:
Go to the "Elder Scrolls Online" folder in My Documents.
Open the "live" folder (NA megaserver) or "liveeu" (EU megaserver).
Remove all files from the "AddOns" folder.
Remove all files from the "SavedVariables" folder.
Remove AddOnSettings.txt from the "live" folder.
Repair Game launcher.
